If it was made so you had to answer not just captchas but also a minor memetic puzzle or else make 5 posts first before files where allowed. That could clear up nearly all of it while not impacting functionality too much. Alternatively if people wanted to post OP before then perhaps there could be a more in depth memetic puzzle and solve 20 captchas or something.

At least for right now, there are hella keyword similarities, so putting posts containing that content in a list and premoderating those flagged and are OPs from IPs with <5 posts.

I'd also like to suggest again that CP reports should auto-spoiler images after a sufficient number of reports. The abuse potential by malicious agents is low for this feature. I think this will allow you mods and jannies to better be able to carry out your tasks long-term.

If a post is falsely flagged, perhaps having all media which shares those hash-codes be permanently 'greenlit' if abuse keeps happening.
