I'd say it depends on how hot/cold you typically feel, do you often wish it was cooler in the average office?
If you are more cold tolerant, and it's only in the 30s-40s F, (roughly 0 - 5 C) then I often wear shorts and a long sleeve shirt. Much colder than that and you could wear joggers or sweat pants instead of shorts, and add a hat or just ear muffs. I prefer ear muffs to allow heat to still escape while running, you warm up fast, the initial warm up period is the worst.
If you feel cold easier, add a vest or a light jacket, and if you want to take it off as you warm up, just throw it around your neck like a towel or carry it in your hand. Too me it's better to be cold the first few minutes of the run, and not have to carry additional clothing items.
Or just do indoor cardio, like jump rope, until spring.
