KunNet just lets anyone make them willy nilly, give me 5 seconds and I can make it an Adult Diaper board too, but you lose Board Admin status if you don't log in with your admin code every 2 weeks, and the board self-destructs if there's no posts in 4 weeks or if it has reports that go 2 weeks unmoderated. Which is probably why it doesn't currently have an adult diaper board, it probably got made at some point in the past few years, but no dedicated admin means it went poof.
ChanMoe requires you to have a login to make a board, but you never lose it automatically the board stays indefinitely and you stay the Board Admin indefinitely, though Globals will still hand it off to an aspirant if you leave it abandoned too long.
