Supposedly right after Germany surrendered, the Russians killed 15 million German civilians by "walking them into a forest" and leaving them to die. A short while later, Eisenhower did the same thing to half a million German soldiers. 

If you were moving lage numbers of people, that'd be the way to do it; write it off as a "tragedy "and make them look socially toxic so that nobody looks into the event.
