the way these things happen follow a formula, whether social, technological, geoengineering, political, legal or most usually, a combination of those, often using new technology as the mechanism.
1. an problem is "discovered" or invented
2. it is "researched", and backed up by fellow peers in the same club, creating legitimacy where there is none.
3. an emotion is attached as the carrier signal - usually fear.
4. this is delivered to the government, they are bribed, extorted, blackmailed, or made to fear it enough that they will assign funding.
5. funding is used to develop further supportive "research", distributing the package to actual scientists, not in the club.
6. these scientists are fed an alternate message and motive, but with the same actions involved. they are manipulated with fear, pride, curiosity, bribery via funding or threat of job loss of loss discreditation/loss of reputation.
they are told "it will save the planet", "it will save mankind", and other lies.
7. extensive research and development via real scientists and experts.
8 public awareness via media, generate the beginnings of fear in the public and other emotions - public is flattered into thinking themselves clever for understanding the concepts. great lengths are gone to to deliver unnecessarily complex concepts attached to unrelated emotions.
this allows for increase in funding and the beginning of voluntary measures.
9. cycle of 7 and 8 are repeated to grow the project/concept, allow it to become interwoven within society and the public consciousness and every day life.
10. far stricter mandatory measures are imposed.
11. drastic measures, seriously inhibiting normal life - most of these are yet to come or are not noticed by the public due to the slow time frame - frog in boiling water.
A social example of this is targeted feminism, women in long term education and employment as a means to the most significant birth control there is, rendering many women now old maids via trickery.
This is in scientific literature and widespread discussion from the 60s and 70s and likely before.
