I'd suggest /b/ to not actually be a 'real' board itself, but a genuine read-only board that randomly selects (non-/hell/) threads for viewing (and perhaps shuffles every day?). Necro'ing and sliding isn't really a thing with a chan of our size, so it'd be put to genuine use of finding content that anons may have overlooked and be able to bring attention to if it was quality.
A second reason is that there's not a big enough difference between /b/ and /ban/ in our current board culture.
Finally, rather than a board that's 'random and off-topic', this feature would encourage anons to bump threads or discuss topics that are likely already suitable for the board they are in.
