I depends. "They" are going to cheat, right? That's a given.
Last time, "they" set upon humanity the deadliest virus known to man to get rid of Gmrupf and it worked. "They" are already cooking up something for the midterms (hanta, noro), and the sad part is people will probably fall for that, too, even though they're really no worse than corona, or even normal influenza b. "They" may or may not turn niggers loose, or maybe spics, given the immigration brouhaha. (In either case, those bad actors be backed up by all the usual suspects and mysterious, magically-appearing pallets of bricks and truckfulls of gas masks.)
I don't know, though. Other than the true believers ( which are few and far between), and with most of the funding either zapped or under scrutiny, I doubt there'd be another Summer of Love.
So what will the gambit be? An actual terrorist attack? I think that's where "they" have to go from here.
