this isn't actually an issue. The problem is that street level cops have too much access to information with mass surveillance technology third parties. This allows them to profile people well in advance and then use these profiles to arbitrarily stick them crimes they fish for. That's the bad end of the cops, not swat gear designed to scare would be threats
