I think you really need to transcribe the rules into a numbered bullet point format. Here's my version:

/b/ should be a read-only board that randomly cycles threads every 24 hours (so anons can re-discover old based threads).  All of /b/ should be moved to /bant/. Hell must remain purely for jewjeets and glowniggers. Threads which are too awful for /bant/ should just be deleted, if they're not jewjeet in origin.

I did mention in another thread that having flags and IDs on both boards makes /b/ superfluous.
the original 8chan had /cancer/ board for the worst of the worst.  It'd be cool if instead of banning shit posters for x number of hours/days just banish them to /hell/ for their time out
