Much like the Boiling Frog analogy is WRONG(the scientist had to drug the frog to stay in the water after it got hot enough,) the whole Dunning Kruger effect was based off of erroneous conclusions from mishandled data.
That's not to say that stupid people know they are stupid, that is demonstrable, but to say that people with low aptitudes in skills don't know that they have low aptitudes in those skills is not the case.
The biggest failing in our societies is not, I would posit, abject stupidity, but instead the willingness to allow others to define reality and "Truth" in the simplest of terms, pre-packaged for easy acceptance, then acted on as if it were the one true reality.
Most humans want the quick and easy route, whether explanation, or action, and in my experience less than 20% of any given population seem to have any intellectual curiosity to look deeper into it or question things.
