You're probably right.  But if he want's a big base in the region. probably all Dump would have to do, is just go and ask Pakistan to give him some dirt for a base.  And they'd be happy give it to him.  There, you have your base, and it's not surrounded by people who desperately want to kill you, and you just made a new friend in the region.  And Pakistan is now just a little bit less likely to be invaded by India, good for both.   It's a good opportunity.  But with these Dump idiots, it's not about the base or it's usefulness.  It's about the fact that some dirty goat herders slighted the mighty USA, and they shouldn't be allowed to do that.

It's probably more multifaceted and deeper than his delivery. Donald does not invent these policies. He hears them from other people, and then himself is responsible for execution. Which is where his the apprentice dealmaker back-and-forth comes in. 

There's one thing I do respect about Don, however. He is able to change is mind and do it on the fly in response to real evidence. He seems to be able to listen to many points of view, even ones traditionally disdained as outsider. That's valuable. He pushes hard and aggressively when his mind is made up, but then is capable of turning course completely if he sees a better option. 

So all of the day to day elements of his chaotic diplomacy are rather fleeting. I wouldn't put too much stock in that

That's not the way diplomacy works.   You have a policy, preferably a policy that is longstanding.  You always want to be able to say:

The policy is everything.  Everybody knows what it is before they even come calling.  You move a little bit within the policy, but the policy never changes until something ground shaking major happens.  Mao takes over China as an example, now the policy has to change.  The whole world runs on steady consistent policy, and it cannot change day-to-day, with the wind, according to what you had for breakfast this morning.
