Eugenics is just common sense. It only becomes an issue when you begin trying to enforce negative eugenics, or selection away from certain qualities by impairing their reproduction. So for example we probably shouldn't snip mental patients or the disabled, they are not likely to reproduce anyways. Only in cases of antisocial violence or extreme disorder should people be removed from the genepool. And jail often does that anyways
But we should practice eugenic selection for intelligence. We should give stipends to large families and increase that based on their scoring competence or background performance for some test that might be given. We might even consider some kind of midwifery donor arrangement just to raise large numbers of gifted and talented children, more than a busy but talented professional themselves would be able to raise. These children with time would be hoped to mix with the general population, and thus spread their genetic heritage and raise the IQ of the population. And even if they don't homogenously mix it'll still be a social benefit as they go on to invent and develop new technologies. There is a strong correlation between higher IQ and national GDP, we obviously want to raise that.
Third option is gene therapy for intelligence. That could potentially raise everyone's IQ. it is considered risky and taboo, and many stupid people deny it is possible, but obviously there are linked genes and we are going to figure it out. That's the best way to do this.
