No my friend, its called becoming Serbia. Domanovic wrote about this. Yugoslavia has nothing to do with it, this is a historical phenomenon that goes way back and you are right, West is becoming Serbia, balkanization is just a irrelevant side hustle, there is a deeper issue.
In his work "The Dead Sea", he creates a fictional constitution for Serbia (back then it was a Kingdom Of Serbia), it was of course a joke, long story short, here is the constitution: Observe, this is what West is becoming.

Nobody does anything.
Art. 2
Every adult Serb has a starting salary of 5,000 dinars.
Art. 3

No one pays taxes.
Art. 15
Paying debts and taxes is strictly punishable, and this applies to everyone, except if it is established that the offense was committed by a mentally ill individual.
Art. 16
All unnecessary things are abolished, such as: mothers-in-law, both main and secondary control, flying state and private debts, beets, beans, Greek and Latin language, Rotten cucumbers, all possible cases, with and without prepositions, gendarmes, the pig question, intelligence, along with logic.

Whoever unites Serbdom, let him be arrested, as a sign of national recognition and love!
