From experience I would say that feds generally prefer to lurk. Spam is mainly done by autists and occasionally by antifa pretending to be serious researchers at some anti-hate NGO. The third world problem would be easily solved at 4chan and elsewhere just by using cloudflare's WAF to block IPs outside of north America and Europe. The third world is generally not an issue for smaller imageboards because they are retards chasing activity and even they know about 4chan in their slum.

I don't understand the fixation on trying to replace 4chan or at least provide a credible alternative. Meguca supports open board creation but the upper end of my growth goals are like 20 more guys on /homu/ distributed across a few time zones and a couple slower hobby boards. 4chan is doomed in the long run because of the malicious incompetence of the staff and the Faustian bargain of letting the third worlders in to keep traffic from falling more. The centralization of imageboard culture on 4chan is killing it imo because 4chan is no longer edgy with the youth. I'd prefer to see a dozen decent sized, independent imageboards running a meguca fork or something similarly good at retaining users than host all of those guys myself tbh.
